Using home equity to buy a car

http://www.jewishworldreview.com -- DEAR BRUCE: I pay a lot in taxes. I'm going to be buying a fairly expensive new automobile. If I borrow the money on a home equity loan or second mortgage, I could then deduct the interest that I would be paying on this car for the next five years. What do you think? -- C.L. Bangor, Maine

DEAR C.L.: The idea of using a home guaranteed loan for other purposes has a good deal of merit.

However, most home equity loans are for long periods of time, and it would be insane to finance a car for 10 years. Your last statement distresses me. If you have to take five years to pay for that car, you can't afford it. The maximum time on the loan should be three years. Should anything happen to that car, you will be required to come up with the difference between what it was worth and what you owe on it.

DEAR BRUCE: I am 62 years old and thinking of retirement. My money has been in investments such as money market funds, mutual funds, etc. My broker suggests that I convert my assets into tax-free bonds. Why are they tax-free, and are there things I should be concerned about? My broker feels that they are absolutely safe, and I will have a guaranteed income with no taxes to pay upon retirement. What about these bonds? -- C.T., Laredo, Texas

DEAR C.T.: Tax-free instruments are issued by governments so they can attract investment from people like yourself at low interest rates, currently in the 5 percent range. They provide cheap money for a government to build roads, buildings, airports, etc. There are two general types of tax-free bonds. GOs, or General Obligation bonds, are issued by the government with a pledge to pay you back. If the money isn't there to pay you, they have to raise taxes so you do get paid. Revenue Bonds are issued for an agency such as an airport. The bond holder is paid out of the "profits" from the airport. If the airport doesn't make a profit, you don't get paid right away. I suggest to you that you limit yourself to GOs. That way you know that your bonds will be paid on time.

DEAR BRUCE: I earn $60,000 a year, I have a home worth about $110,000, with $75,000 in two mortgages. I used a second mortgage to pay off credit card debt, but now I owe $23,000 on them again. I would like to borrow the rest of the balance on my home to pay off these obligations. What do you think? -- L.W., via e-mail

DEAR L.W.: I think that you have a bad habit of spending more than you earn. Your home doesn't have enough equity to pay off these debts. Even if you pay them off, if you continue your bad habit of spending so much money, what will you do the next time? It seems to me that it is time to put yourself on a strict budget and, if necessary, take a second job to increase your income.
