Dealing with underground home oil tanks


http://www.jewishworldreview.com -- DEAR BRUCE: In a recent article you commented on an underground residential oil tank and the reason that you prefer to have them sealed. A friend has installed an above-ground oil tank in her garage but doesn't know what to do with the 500-gallon underground tank that is still in the front yard. -- J.B., Loveland, Ohio

DEAR J.B.: You will have to check with the environmental commission in your state. I mentioned that in the state where I owned the tank, there was an outside company that would determine that there were no leaks once it was pumped out, and then they would pump in a plastic material that expanded and made the tank one solid piece of plastic. They give you a certificate that would relieve you from any further responsibility.

The other alternative is to yank the tank, which a lot of folks are doing. Because of the laws with regard to environmental damage and the lack of any statute of limitations, most people today would prefer not to have any underground storage tanks. Certainly they would not buy a piece of property with underground storage tanks in place, nor would they sell it with their tank in place, given the problem with leaks that may form years later.

DEAR BRUCE: I have an opportunity to buy a small, elegant dining restaurant and would like to know if there is some kind of formula to come up with a fair market price? -- G.R., via e-mail

DEAR G.R.: Unfortunately there is no such magic formula. Things such as gross, net, expenses, time in the business, etc. -- there are so many variables to be considered. There are small businesses that do well and large ones that are losing money. Until you have a profit and loss sheet, copies of tax returns, inventories on both fixed items as well as perishables, there is no way that one can even come close to estimating the value of an enterprise.

DEAR BRUCE: About six years ago, I started seeing cigarette stores popping up around parts of the country. So being quick to spot a trend, I waited until 18 months ago to open my own store. Now this one store is approaching $1 million a year in volume, and is netting between $8,000 to $10,000 a month. Not bad for never having been in business before. I am now focusing on buying other businesses and flipping them. Any thoughts or advice for a 38-year-old millionaire wannabe? N.R., via e-mail

DEAR N.R.: It seems to me that if it ain't broken, don't fix it. If these stores are doing as well as you say -- and frankly I can't think of ever seeing one -- why not replicate what you are doing? Why go looking for something else when you have a formula that appears to be working?
