Basement swimming, anyone?


http://www.jewishworldreview.com -- DEAR BRUCE: I recently purchased a new home using a V.A. mortgage. Among the documents that were signed was a disclosure form saying that the sellers had no knowledge of leaking or flooding. We are not in a flood zone.

Since I purchased this home, I have had large amounts of water in the basement. With a heavy rain, the basement was ruined. These people lived here over 20 years. With all the times that it has happened since I have lived here, how could they have not known? Where do I go from here? -- S.H., via e-mail

DEAR S.H.: You go straight back to the lawyer that you used at the closing and give all of the documents to him or her. It is clear that the sellers were lying. As you point out, the possibility of this flooding just beginning after 20 years stretches credibility beyond reason.

DEAR BRUCE: My wife and I are interested in opening a Roth account. There is only one problem: We don't know how to go about it. Do we open one at our bank, major financial company or with whom? Does it make a difference where we open it? We already have 401(k)'s.

DEAR M.V.: Starting an IRA is as simple as falling off a log -- as long as you meet the criteria, and you do. My choice would be to go to a brokerage house, although you can do it any institution, such as a bank or credit union. The problem that one often finds with a bank or credit union is lower returns. You may have noticed around the country that many banks are opening financial offices and doing the work of brokers. I personally prefer a broker, who is separated from other institutions.
