Of all the causes for last year's financial meltdown, the largest to my mind was the breached wall between commercial banking and the high-flying and high-risk investment operations that populate Wall Street. When then-President Bill Clinton effectively erased the 1933 Glass-Steagall Act -- a Depression-era law that separated the two institutions -- the table was set for what nine years later became the greatest economic upheaval in nearly a century.
Former Fed Chairman Paul Volcker, who President Obama tapped to chair his Economic Recovery Advisory Board, seems to agree with this evaluation. Unfotunately, his recommendation to separate commercial and investment banking is falling on deaf ears in the current administration. Volcker, who saw the U.S. economy through some rough spots in the 1970s and 1980s, has effectively been rendered a friendly and publicly trusted face to a body that embraces the same old greed-oriented and potentially dangerous policies of the past decade.
